The Howard C. Liebengood Foundation is working to improve how the law enforcement profession understands, addresses, and supports officer health and wellness. That means looking beyond individual programs and asking harder questions about the workplaces, healthcare systems, policies, leadership practices, and other factors that shape an officer's health throughout a career.

  • Bring the right people together. We connect law enforcement leaders, labor, researchers, clinicians, policymakers, and others who too often work on these challenges separately.

  • Turn evidence into action. We help move research and promising practices beyond academic journals and conference rooms so they can inform decisions within law enforcement agencies.

  • Improve access to effective care. We advance conversations about the barriers that can prevent officers from finding, trusting, and receiving healthcare that understands the realities of the profession.

  • Strengthen organizations, not just individuals. Officer wellness is shaped by leadership, culture, working conditions, policies, and organizational practices. We work to make those factors part of the wellness conversation.

  • Expand knowledge and practical resources. We develop educational content, convenings, and resources designed to help agencies and those who support them make better-informed decisions about officer health.

Why This Work Matters

The challenges facing law enforcement professionals cannot be solved by asking officers to become more resilient while leaving the systems around them unchanged.

Trauma, chronic occupational stress, sleep disruption, organizational pressure, barriers to care, and stigma can accumulate over the course of a career. At the same time, agencies vary widely in the wellness resources, expertise, and support they can provide.

HCLF was created to help close those gaps.

We believe meaningful progress requires researchers, practitioners, healthcare professionals, law enforcement leaders, labor, policymakers, and others working together toward a common goal: better health outcomes for the people who serve.

Howie's Legacy. A Commitment to Change.

The Howard C. Liebengood Foundation was created in memory of U.S. Capitol Police Officer Howard "Howie" C. Liebengood, whose death by suicide on January 9, 2021, brought greater attention to the psychological toll of law enforcement service. Howie's story is why this work began. Better outcomes for those who serve are why it continues.
